New Research Publication : “Rebuilding Intelligence and Security Structures in Post Conflict States: The Libyan Model as a Strategic Case Study” I am honored to present my latest strategic research on the critical topic of rebuilding intelligence and security structures in post conflict states, with a particular focus on the Libyan context. This comprehensive study draws from an extensive analysis of both the Libyan and Sudanese cases, while integrating insights and best practices from renowned international organizations, including the UNDP, NATO, RUSI, and the African Union. Key Insights Include: Understanding Local Dynamics: The pivotal role of recognizing political, cultural, and security specific realities when implementing security sector reform (SSR) in post conflict environments. National Ownership & Local Capacity Building: The necessity of fostering local leadership and strengthening domestic institutions to ensure the sustainability and legitimacy of reform efforts. Civilian Oversight & Cybersecurity: The imperative of robust civilian oversight over intelligence agencies to ensure accountability, transparency, and trust building, alongside the growing significance of cybersecurity as a sovereign necessity in the digital age. Strategic Framework for Effective Reform: This research offers actionable, evidence-based policy recommendations to policymakers, international organizations, and practitioners engaged in post-conflict reconstruction. It highlights the importance of adopting a holistic, locally-driven approach to rebuilding intelligence and security structures one that prioritizes human rights, accountability, and long-term stability.
